SUMMARY

The Boys & Girls Aid (aka Agency) Vice President of Programs, a member of the executive leadership team, provides the leadership, management, and vision necessary to ensure that the Agency has the proper operational controls, administrative and reporting procedures, and people systems in place to effectively ensure financial strength and operating efficiency. This position requires acute knowledge of the Agency's programs and an astute visionary who can develop and/or improve the Agency's ability to serve current and potential clients in line with the Agency's Core Purpose, Commitments, and Service Principles.

What You'll Do as a Vice President of Programs:

  • Supports the Core Purpose, Core Commitments, and Core Service Principles of the Agency and dedication to Quality Management & Continuous Improvement processes into daily operations; spearheads the development, communication, and implementation of effective strategies and processes to achieve business goals and objectives.
  • In collaboration with the President & CEO, ensures the executive leadership team develops and implements plans for the operational infrastructure of systems, processes and personnel designed to accommodate the objectives of the Agency.
  • As a member of the executive leadership team, assists in motivating and leading high-performance program directors; attracts, recruits, and retains required members of the team and provides mentoring.
  • Provides leadership and oversight of residential, foster care and mental health programs, including; design, implementation, management, development, evaluation, contract compliance, census utilization, licensing, credentialing and operational requirements, quality assurance standards, development and oversight of all budgetary functions and resource
  • Supports practices and initiatives that advance diversity, equity and inclusion (DEI) among staff, youth and foster families.
  • Oversees programs through supervision of program directors. Provide supervision, direction and leadership to programs. Ensures that programs operate within the framework of Agency policies and procedures, accreditation standards, quality standards, as well as pertinent state and local statutes, administrative rules, and contract requirements.
  • Oversees all aspects of assigned program, including; program planning and coordination; setting and assuring contract goals and objectives; program development and evaluation; program eligibility requirements and compliance; program utilization; quality assurance standards, including ensuring appropriate clinical supervision and consultation; development and oversight of all budgetary functions; and resource development.
  • Directs and oversees behavioral rehabilitation services (BRS) provider meetings. Acts as liaison with related regulatory agencies, works with program and department directors to ensure compliance to standards.
  • Oversee the operation and expansion and supervision of the mental health program.
  • Ensure agency maintains the contracted services required for the Mental Health Certificate of Approval.
  • Builds organizational program and quality structures to support the implementation of Agency goals including DEI objectives.
  • Guides program development including program growth, loss, and enhancement to ensure consistency with Agency direction and strategic goals; assures programs meet budgetary and agency direction goals and implements organizational structures necessary to successfully complete plans.
  • Joins membership organizations as appropriate with work or as requested by the President & CEO.
  • Participates in investor site visits as requested by the President & CEO or Director of Advancement, providing insight into program area and service trends.
  • Coordinates and oversees government funding proposals to maintain current funding of assigned programs and secure new sources of funding.
  • Provides support as directed by the President & CEO to designated board task forces; mandatory attendance at Board of Director meetings and board retreat, may be asked to attend Executive Committee meetings.

Requirements:

  • Bachelor's degree required. Master's degree in Public Administration, Business, Leadership, Nonprofit Management, Social Work preferred. Professional experience: six to eight years of related experience and/or training, with at least three years of experience directly related to senior-level management preferred.
  • Must meet Qualified Mental Health Professional (QMHP) requirements and have completed two years of post-graduate clinical experience in a mental health treatment setting.
  • Demonstrated successful skills and experience in all aspects of program management and supervision including program services, program and resource development, budgeting and staff support and management.
  • Demonstrated abilities and broad responsibilities in a majority of the following areas: vision and mission leadership; development and implementation of strategies and plans; non-profit management; policy development; vendor/contractor development and stewardship of relationships; DEI strategies, and organizational performance evaluation.
  • Must stay current in nonprofit management, foster care trends and best practices with a continuous improvement focus. Must be able to provide official grade transcripts, including the education level.
  • Must possess a valid driver's license from state of residence (Oregon or Washington), personal automobile liability insurance, and pass a DMV driving record check.
  • You must be able to wear appropriate COVID-19 Personal Protective Equipment (PPE) required to perform the job safely.
  • Position is a telecommuter and will be working at home and, regularly at all agency locations. At least 40 hours per week plus flexible schedule to perform essential duties, including nights and weekends.
