The Therapeutic Services Director oversees direction of the therapeutic services of The Nest program in coordination with the Program Services Administrator. This position requires a dedicated and skillful leader who is an excellent communicator with internal and external customers while providing direction to staff for the care of youth in accordance to federal and state contracts and Agency policies and procedures.


  • Drives own car or agency vehicle to various locations as a regular part of performed work
  • Leads by example in communicating and modeling the overall Agency core ideology and direction, policy, procedure, and best practices to supervisees
  • Models Nest program therapeutic approach (Attachment), method (Trauma Informed Care), and mission (permanency)
  • Ensures staffing and systems are operating efficiently to meet contract goals, including: meeting program, compliance, and quality assurance standards and requirements; providing supervision and direction to assigned staff; and, assisting in the development of the annual budget
  • Provides direct supervision, support, and leadership to program staff, including full range of personnel responsibility by: encouraging professional growth; supporting independent decision; making by staff; and, facilitating team decision making consistent with agency standards
    • Supervises Therapeutic Care Coordinators, Lead Youth Care Specialists, Youth Care Specialists (direct daily service staff) in conjunction with Lead Youth Care Specialists, and provides oversight of any students, volunteers and external contractors; consults with and provides direction/guidance for foster parents
  • Consults with other Program Directors in designing and delivering services to implement with high fidelity
  • Oversees and supports the daily operation of therapeutic services; ensures adequate staffing exists for all open shifts
  • Coordinates with the Nest Operations Program Director to ensure that all shifts are covered and daily support to Youth Care Specialists, On-Call Crisis Support staff, and other staff who provide services to clients occurs in a timely manner
  • Collaborates with the Program Services Administrator to ensure Skills Trainers are screened and trained to adequately meet the needs of the youth in care and complete required program documentation
  • Supports staff and foster parent retention efforts through regular onsite communication with program staff
  • Coaches and communicates with foster parents to ensure they provide high quality services to youth in care and complete required program documentation in consultation with Therapeutic Care Coordinator
  • Collects and shares data for Quality Improvement and Program Evaluation efforts in a timely manner
  • Shares on-call Supervisor responsibility on weekends and evenings for programs in all service components
  • Implement Nonviolent Crisis Intervention (NVCI) approved interventions with consistency under program rules, routines, and policies
  • Performs additional duties as assigned by Program Services Administrator



Must be able to provide appropriate services and interact appropriately with people from diverse socio-economic, racial, ethnic, and other cultural groups, considering their needs and impact of the interaction.

  • Job Knowledge: Master's Degree in Social Work or related field with at a minimum of four (4) to eight (8) years of experience (Licensure preferred). Demonstrated successful skills and experience in all aspects of program management and supervision, including program services, development of additional programming, and staff support and management. Direct experience managing residential, psychiatric, or state Behavior Rehabilitation Services (BRS) therapeutic foster care services preferred. Direct experience providing case management and/or supervising case management services preferred. Direct experience supervising MSW students for licensure. Level 6
  • SupervisingResponsible for full range of supervisory/managerial responsibilities under the direction of the Program Services Administrator. Develops standards of service and objectives with staff, including: selecting, developing, and training of quality staff; building effective teams; providing feedback on performance and conducting timely performance reviews; and, pursues corrective action in a timely and appropriate manner. Directly supervises multiple program operations including direct supervision of Therapeutic Care Coordinators, Youth Care Specialists, students, and contractors. Interprets supervisory/agency policy for supervisory unit. Level 4
  • Decision Making: Decisions impact program services and carry some risk to the Decisions may have little precedent, involve interpretation of policy, and require interaction and collaboration to solve problems. Creates a sense of confidence in decisions and information by gathering data and including appropriate persons or groups in planning, decision-making, implementing, and evaluating results. Level 5
  • Interpersonal Skills/Interactions: Interacts with both internal and external individuals and groups, with consequences for agency image. Interactions are non-routine, complex, and require extensive explanation or discussion. Contacts have critical consequence to the Agency. Formal presentations and trainings may be required. Interpersonal skills are a significant aspect of the job responsibilities, and skills must be highly refined. Interactions with others are complex. Must be able to appropriately interact with people from diverse socio-economic, racial, ethnic, and other cultural groups. Position may involve a high level of cooperation and ability to collaborate. Leads, communicates with, and motivates staff utilizing Agency's primary values and Agency principles. Level 5

REQUIREMENTS AND PREFERENCES (including Licenses and/or Certifications)


  • Must possess a valid driver's license from state of residence (Oregon or Washington), personal automobile liability insurance, and pass a DMV driving record check.
  • Must meet the driving requirements under the Agency Safe Driving Policy and maintain a good driving record that is eligible for coverage by the agency's current insurance provider
  • Must successfully pass the Department of Human Services (DHS) criminal background check and, if applicable, fingerprinting
  • Must be able to pass the pre-employment reference checks
  • Must be able to provide official or unofficial grade transcripts, including the education level, from all educational institutions mentioned in the education section of the employment application
  • Must be able to provide a copy of his/her own social security card for W-4 documentation
  • Must be able to provide applicable documentation for I-9 in order to establish identity and authorization to work in the U.S.
  • Must maintain First Aid and CPR certifications
  • Must successfully complete Nonviolent Crisis Intervention (NVCI) training
  • Professional Licensure may be required for some positions



  • Licensed Master of Social Work
  • Direct experience managing residential, shelter services or BRS therapeutic foster care services
  • Direct experience providing case management and/or supervising case management services and daily programming



  • Demonstrated excellent verbal and written communications skills, including public speaking and preparing and delivering presentations
  • Demonstrated knowledge of child welfare, foster care services and impact on children, Oregon Department of Human Services (DHS), early childhood development, the impact of abuse and neglect on child development including speech and language, youth and family systems, poverty services and community response efforts, and relevant models/best practices in those areas as it relates to the programs under supervision (e.g., Attachment Theory, Trauma Informed Care, Collaborative Problem Solving)
  • Successful experience in working with diverse youth, families, and staff
  • Familiarity with Quality Improvement philosophy and systems
  • Engages with all internal and external customers with tact and empathy
  • Ability to handle difficult people or situations in a courteous manner
  • Ability to prioritize multiple tasks with competing timelines for multiple stakeholders
  • Technology literate, including ability to use computers, operating and networked systems, databases, Microsoft Office Suite (Word, Excel, Outlook, SharePoint), etc.
  • Sufficient manual dexterity and physical ability to perform assigned tasks



  • Regular and reliable attendance is required to successfully perform the essential duties and responsibilities of the job, which may include working nights, weekends, and holidays in a scheduled or on-call basis
  • Stands, walks, bends, stoops, and sits in front of a computer screen on a consistent basis; must be able to keyboard and use wrists and hands
  • Work is typically performed in an office environment
  • Will work with children involved in the Child Welfare system; may encounter highly anxious/agitated youth and their families; interactions with young children are unpredictable and carry some personal risks while performing assigned work
  • Must successfully complete NVCI training
  • Noise level in the work environment is moderate
