SUMMARY

The Adoptive Recruitment Specialist uses specific recruitment techniques based on each child's individual needs to find loving families for children in foster care who are awaiting permanency. This position requires an effective communicator who can serve internal and external customers in a timely and tactful manner while handling multiple priorities and maintaining confidentiality in all aspects of performed work.

 

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Drives own car or agency vehicle to various locations as a regular part of performed work
  • In cooperation with Oregon Department of Human Services (DHS), accesses records and conducts thorough reviews of the child's DHS case record to identify relatives, prior foster parents, or others who have been significant in a child's life and may be able to offer the child a permanent home
  • Reviews all case materials on the child, including: child summary, psychological evaluations, and other materials; contacts the child's caseworker, therapist, and foster parents to obtain updated information
  • Establishes a relationship with the child and the DHS caseworker to ensure that appropriate interventions are provided to prepare the child for adoption
  • Develops an individualized case plan for each child along with the DHS caseworker that is based on the child's background and current needs; works with caseworker to modify the DHS case record to incorporate new information or to correct any inaccuracies
  • Provides targeted recruitment for children with similar needs and reach out to the appropriate target audience in the community, including making presentations at parent support groups, teacher in-services, professional associations, or contacting previous adopters of children with similar issues to see if the family would be interested in exploring adoption again
  • Assists prospective adoptive families in making decisions consistent with their values and wishes, including educating prospective families about special needs (Fetal Alcohol Syndrome, drug impacts, reactive attachment, MR/DD; sexually reactivity, ADHD, developmental delays, and significant emotional and behavioral issues)
  • Participates on the Clinical Consultation Team in the Permanency Services Program
  • Keeps current on adoption special needs issues by attending training as recommended by the Director of Permanency Services
  • Implements plan through multiple marketing activities which may include visibility campaigns (direct mail, brochures, ads/classified), public presentations, networking and community meetings, presentations, media outreach and website development
  • Identifies, cultivates, solicits, and maintains relationships with community groups, religious organizations, educational institutions, associations, and other community entities to ensure visibility for the Wendy's Wonderful Kids program, a Signature Program of the Dave Thomas Foundation
  • Develops a marketing and recruitment plan to connect with potential foster parents and to promote the Wendy's Wonderful Kids program
  • Interviews WWK children regarding their own recruitment plan and solicit their ideas regarding possible resource families they may know about, including former foster parents, relatives, former teachers, neighbors, or friends of the family
  • Attends Wendy's Wonderful Kid's program annual Summit
  • Attends Special Needs Adoption Coalition (SNAC) meetings and other community networking forums as recommended by the Director of Permanency Services
  • Performs additional duties as assigned by the Director of Permanency Services

 

CORE COMPETENCIES

Must be able to provide appropriate services and interact appropriately with people from diverse socio-economic, racial, ethnic, and other cultural groups, considering their needs and impact of the interaction.

  • Job Knowledge: Requires a Bachelor's Degree in relevant field, plus 5 years of relevant experience in social work, counseling or psychology, or equivalent combination of education and experience. Must be familiar with the DHS Child Welfare system, the psychosocial dynamics of adoption, the adoption triad, the current trends in adoption, and special needs issues. Must have knowledge of and competency working with Fetal Alcohol Syndrome, drug impacts, reactive attachment, MR/DD, sexually reactive, ADHD, developmental delays, and significant emotional and behavioral issues. Level 5
  • Supervising: This position has no supervisory responsibilities. Level 1
  • Decision Making: General supervision and a set of broadly understood position expectations. The scope of decisions affects the programs, and can have major impact on program success. Level 3
  • Interpersonal Skills/Interactions: Networks with other agencies and community partners, including, DHS workers, foster parents, therapists, court appointed special advocates (CASAs), and teachers regarding specific information about a child's issues and prognosis. Must be able to apply clinical assessment skills to interactions with clients. Must be able to effectively present information to public groups. Networks with DHS Central Adoption Unit as needed. Regularly interacts and communicates with a broad range of people in individual and group settings. Interpersonal skills are crucial to this position and they may be demanding or difficult. Must be able to apply clinical assessment skills to interactions with children and families. Level 5
  • Impact: Makes high impact decisions such as recommending or withdrawing the family under consideration. Some discretion in decision-making, consults with supervisor as appropriate. Influences the outcomes of assigned clients. Develops service components which address the needs of diverse socio-economic, racial, ethnic, and other cultural groups served. High level of discretion in decision-making that has lifelong implications for the children we serve. The work of the person in this position influences the image of our agency and relationships with partner agencies. REQUIREMENTS AND PREFERENCES (including Licenses and/or Certifications)

Requirements:

  • Must possess a valid driver's license from state of residence (Oregon or Washington), personal automobile liability insurance, and pass a DMV driving record check
  • Must meet the driving requirements under the Agency Safe Driving Policy, and maintain a good driving record that is eligible for coverage by the agency's current insurance provider
  • Must have the ability to drive standard and automatic vehicles, including the ability to drive a 12-passenger van
  • Must successfully pass the Department of Human Services (DHS) criminal background check and, if applicable, fingerprinting
  • Must be able to pass the pre-employment reference checks
  • Must be able to provide official or unofficial grade transcripts, including the education level, from all higher learning institutions mentioned in the education section of the employment application
  • Must be able to provide a copy of his/her own social security card for W-4 documentation
  • Must be able to provide applicable documentation(s) for I-9 to establish identity and authorization to work in the U.S.

 

Preferences:

  • Prior experience in providing adoption counseling services
  • Master's degree with one year of experience
  • Prior employment with DHS

 

KNOWLEDGE, SKILLS, AND ABILITIES

  • Demonstrated excellent verbal and written communications skills, including ability to understand and follow verbal and written instructions
  • Knowledge of community resources that work with children, youth, and families
  • Experience with community outreach and formal presentations
  • Ability to handle difficult people or situations in a courteous manner
  • Ability to prioritize multiple tasks with competing timelines for multiple stakeholders
  • Protects confidentiality as a priority in all work performed
  • Technology literate, including ability to use computers, operating and networked systems, Microsoft Office Suite (Word, Excel, Outlook, SharePoint), Efforts to Outcomes case management system, etc.
  • Sufficient manual dexterity and physical ability to perform assigned tasks

 

PHYSICAL DEMANDS & WORK ENVIRONMENT (Level 2)

  • Regular and reliable attendance is required to successfully perform the essential duties and responsibilities of the job, which may include working nights, weekends, and holidays; must be able to work a flexible schedule to meet program needs
  • Must be able to drive own vehicle regularly according to case load during the daylight and night
  • Stands, walks, bends, stoops, and sits on a consistent basis; must be able to operate keyboard and mouse with wrists and hands
