STEP Youth Care Counselor, Part-Time

Non-Exempt 

Regular Part-time 

Standard shift hours/Hrs. per week: Minimum 20 hours up to 28 hours per week. Monday - Friday

Hiring Range: 13.46/hr - 14.79/hr

  Essential Functions:

Performing the following will involve travel, including driving, to various locations.

  • Overall supervision of youth in program.
  • Provide role-modeling behavior, facilitate appropriate communications, model and develop suitable problem solving and conflict resolution skills for youth, supervise and monitor the whereabouts of youth. Assures that youth adhere to specified standards of conduct, assuring appropriate youth interactions and interceding as necessary.
  • Maintain accurate documentation, records and files in accordance with quality assurance standards. Document daily activities and services provided.
  • Provide Individual and Group Skill Building activities to youth as assigned or needed.
  • Document incidents, run reports, and other emergency situations, and immediately notify the STEP Program Coordinator, Case Manager's and/or Director.
  • Provide on-time and accurate distribution and documentation of prescription medications to youth.
  • Maintain efficient scheduling and transportation of youth to school, medical, dental, and other necessary appointments. This includes pre-scheduling vehicles by way of usage logs if necessary.
  • Implement behavior management systems (point sheets, level system, etc.). Maintain consistency with Program/Agency Rules, Routines, and Policies.
  • Maintain clear and respectful communication with other staff, youth, family members, foster parents, and outside community partners.
  • Participate in provided training, support and communication with other program employees. Participate in trainings as required.
  • Regular, reliable and punctual attendance according to schedule is required. Must be able to work shifts as scheduled according to program need.

  Qualifications and Job Requirements:

Must be able to provide appropriate services and interact appropriately with people from diverse socio-economic, racial, ethnic, and other cultural groups, considering their needs and impact of the interaction.

  • Job Knowledge: Degree or 2 years of experience in a social service, mental health, or care giving setting which may have resulted from work, internships or volunteering, OR related experience where skills necessary to perform the job is demonstrated OR any combination of education and experience with children, youth, young adults or the special needs population, equivalent to two years. Level 4
  • Supervising: No supervisory or lead responsibilities. Level 1
  • Decision Making: General supervision and a set of broadly understood position expectations. Decision-making with limited discretion, latitude, or negotiation. Assistance or resources are readily available. Level 3
  • Interpersonal Skills/Interactions: Occasionally interacts with individuals other than company employees. Interactions are both one-on-one and in group settings, with own work group or other departments. Communications are routine and non-routine in nature and require discussion. Communication and interpersonal skills are important and refined. May have substantial, but limited contact with the public. Level 2
  • Impact: Minimal influence on operations, revenue, expense, and budget. Regular Customer contacts. Responsible for the use of assets in own work area and sometimes beyond own work area. Ability to influence treatment outcomes as a role model and to influence treatment outcomes of assigned clients. Influences agency image. Level 2

Additional Skills & Abilities:

  • Must have knowledge of and be able to implement contractor requirements as they pertain to the program, and how program fits in the Agency.
  • Must be able to use a variety of computer programs to complete some elements of job duties.

Additional Requirements/Preferences, including Licenses and/or Certifications:

  • Must possess a valid driver's license from state of residence (Oregon or Washington), personal automobile liability insurance, and pass a DMV driving record check.
  • Must meet the driving requirements under the Agency Safe Driving Policy, and maintain a good driving record that is eligible for coverage by the agency's current insurance provider.
  • Must successfully pass the Department of Human Services (DHS) criminal background check and, if applicable, fingerprinting.
  • Must be able to pass the pre-employment reference checks.
  • Must be able to provide official grade transcripts, including the education level, from all educational institutions mentioned in the education section of the employment application.
  • Must be able to provide a copy of his/her own social security card for W-4 documentation.
  • Must be able to provide applicable documentation(s) for I-9 in order to establish identity and authorization to work in the US.
  • Must maintain First Aid and CPR certifications.
  • Must successfully complete CPI training.

  Physical Requirements and Work Environment: Level 2

  • Stands, walks, bends, stoops, and sits in front of a computer screen keyboarding on a consistent basis.
  • May work outside or transport clients under a variety of conditions. May need to drive clients in car or agency van or vehicle. May transport up to 5 youth unaided.
  • May lift or carry up to 25 lbs. on an occasional basis.
  • May encounter highly anxious/agitated youth and their families.
